Consequently, when changing the composition of the Council and selecting the first group of members, we made sure that they were qualified in terms of objectivity and genuine commitment to human rights. We also ascertained that they had made a major contribution to the consolidation of these rights.

In this connection, We would like to pay tribute to all the people and institutions who backed this policy sincerely and enthusiastically. We want to make it clear that the Council’s membership will remain open for those who demonstrate that they are willing to play a role in the dynamic process underway which seeks to introduce the necessary reforms and complete the task of building the state on the basis of the rule of law.

We have chosen Mr. Omar Azziman as Chairman of the Council, because we know that he has the necessary skills and assets for the office. Similarly, we have appointed Mr. Driss Benzekri as Secretary General, because he is suitably qualified for the job.
